Strategic Plan

The purpose of a strategic plan is to establish goals (1-3 years), objectives, and actions/strategies that address issues related to performance, productivity, required statutory services, and community and personal well-being.  The strategic planning process is a systematic, interaction process among city department heads, city manager, city council and mayor for thinking through and establishing priorities by majority consensus.  Some elements of a strategic plan are as follows: to review roles, responsibilities and expectations of the city’s leadership team, develop consensus on the most significant issues, challenges and opportunities facing the city, develop preliminary action plans for the highest priority goals, develop an updated goals program for the next 1-3 years, discuss changes and forces that are likely to impact the city.  The strategic planning process can for example:

 

·         Develop a greater degree of cooperation and collaboration

·         Ensure a more efficient use of resources

·         Reduce confusion about roles, responsibilities, and accountability

·         Provide a clearer direction

·         Create groundwork for improvement

STRATEGIC PLAN SUMMARY

2010 – 2012

 

INFRASTRUCTURE:

 

1.      Complete an infrastructure inventory to assist management in determining where to emphasize the replacement of aging infrastructure.

 

2.      Complete space study analysis on remodeling portions of City Hall and adopt plans and incorporate into the Capital Improvement Plan.

 

3.      Select a location for a new library and work on plans with architect, library board, staff, library foundation and the public on the design of a new library.

 

4.      Work towards acquiring necessary easement areas for a future Overpass along BRC19 and Milwaukee Avenue.

 

5.      Identify areas for voluntary annexation and thereafter analyze areas for statutory annexation if deemed necessary.

 

 

 

 

COMMUNICATIONS/TECHNOLOGY

 

1.      Promote and recognize efforts of staff for innovation and excellence with City Council             involvements.

 

2.      Coordinate with the County to development comprehensive drainage plans and measures.

 

3.      Consider methods and measures to establish an ongoing system for coordinated efforts with the governing bodies.

 

4.      Complete website update and internet marketing for the City.

 

5.      Continue to increase lobby efforts at the state capitol.

 

6.      Standardize the orientation process and tools for city employees and council members.

 

ECONOMIC DEVELOPMENT

 

1.      Continue to develop the housing base in and around the city and update need studies to provide necessary resources to determine appropriate actions.

 

2.      Evaluate the expansion of municipal utilities.

 

3.      Assist and develop working relationship for continued development of Northern Beef Packers, Inc. and IKOR.

 

4.      Participate in determining and implementing the unified theme in Community Branding.

 

5.      Encourage attracting new hi-tech companies into the community in partnership with local Northern State University and Presentation College.

 

6.      Evaluate feasibility and need for a rental inspection program and implement if appropriate.
