Project Impact Annual Report

Hazard Analysis

Aberdeen is subject to tornadoes, damaging straight-line winds, blizzards and floods.  In addition to natural disasters, the community is at risk from events caused by human behavior.  The City of Aberdeen, with a regional airport, rail lines and major highways, is confronted with the possibility of a significant mass transit casualty incident, as well as transportation incidents involving hazardous materials.  A liquid petroleum pipeline terminal and various chemical distributorships compound the threat.

While it is impossible to eliminate the occurrence of these events, limiting vulnerability is well within our ability.  A team made up of representatives from the public, private and non-profit sectors is working to identify the risks and vulnerabilities that stem from each of the hazardous situations that might confront this community.  They are working to identify key facilities and populations that are affected by each one.  This information will then be used to prioritize mitigation efforts undertaken by Project Impact volunteers and partners.

Projects

The City of Aberdeen Project Impact Initiative had 18 major projects.  The total proposed budget will be approximately $4,351,762.33. Since Project Impact is an ongoing effort, the contributions by community partners may change over time; however the current budget already demonstrates significant leveraging of local resources.  The $501,890 in federal money was matched with $3,849,872.33 in local contributions.  Some of the projects in the original summary will be extended past the original grant period.  The remaining projects will be completed in the near future.

The following is a summary of the projects included in the Project Impact proposal:

Area Wide Contour Mapping

Developed Contour Mapping for areas in and around Aberdeen through the use of aerial photography and computer generation.  This project will provide the basis for all of the drainage planning in the future.  This project will supplement, update and enhance currently available information.

Area Wide Drainage Studies

Developed an overall drainage plan for areas in and around Aberdeen.  The plan looked at both the method for proper implementation of future drainage of the area and improvement of current large area and local drainage concerns.

Outdoor Warning System

Developed a new outdoor disaster warning system with increased geographic coverage, and public address capabilities will increase the number of ways in which residents are warned of impending danger.  The new system was provided with a battery back-up system, and radio signal activation, which will provide an extra degree of protection, not afforded by the old system.  LDAD compatibility for this system will be a goal.

Wastewater Treatment Plant Flood Protection

Installed a higher concrete wall at the screw pump for the Wastewater Treatment Plant.  This was the only point within the Wastewater Treatment facility that was vulnerable during a 100 yr. runoff event.

Water Treatment Plant Flood Protection

Installed additional height to the existing flood control system to provide protection for a 100 year (or greater) flood.  Flood protection was enhanced from what previously would have been a 30-50 year flood event, to allow the water treatment plant to withstand greater floods and to allow the City to react in a timely manner.

Stream Gaging Improvements (through USGS Grant/partnership)

The installation of additional gaging sites within the Elm River, Moccasin Creek and Foot Creek will provide the necessary data required to track runoff and its effects on the City of Aberdeen and surrounding areas. Previously, the lack of data at crucial times during high runoff events proved very inefficient when developing plans and methods for reacting to a flood event.

Public Education and Awareness Campaign  

Developed a public education campaign that targets students, adults, individuals and organizations.  The goal was to find out what people “don’t know” and then find out what information already exists through other agencies.  If information was lacking on a particular subject, the effort was made to craft a message to address that gap.  The campaign covered topics like family disaster planning, business recovery plans, flood insurance, flood survival techniques, winter survival techniques and disaster proofing your home.  The Committee utilized a multi-media approach, making use of videos, public service announcements, newspaper articles, newsletters, brochures, individual and group training, etc.  Year 2000 programs:  PI Live, PI Fun Days & Contractor Education Class.

Moccasin Creek Dredging Study

A study through the South Dakota Department of Environment and Natural Resources, will provide the necessary data needed to make channel improvements, to help improve overall flow and aesthetic characteristics, as well as providing a method to help prevent the natural siltation of this slow moving stream.

National Flood Insurance Program’s Community Rating System

As of December 21, 2000, all documents have been submitted to Insurance Services Office (ISO) for the Building Code Effectiveness Rating System.  Final documents are also being compiled and will be submitted to the ISO for evaluation and participation in the National Flood Insurance Protection (NFIP) Community Rating System.  This review may reduce the cost of flood insurance premiums and help the City identify areas for improvements in our flood plain management.

Kline Street Storm Sewer Improvements

Improvements in the Kline Street Storm Sewer, which is the main drainage system for a major portion of the community, will address both the capacity and structural deficiencies that now exist.  This project started with the replacement of a portion of the pipe (Mother Joseph Manor Project SS-1999-1), with the long term goal of total replacement.  Most of the capacity and structural deficiencies will be alleviated through the replacement of this pipe.

Southwest Aberdeen Drainage Improvements (Hoping to do through HMGP)

Drainage studies for this area show that the installation of Storm Sewer, Detention Pond, Lift Station, and Force Main will improve the overall drainage for the area.  Overall gravity systems would have problems in operation during high water events in the Foot Creek, and physical constraints such as providing adequate right-of-way and adequate pipe cover.  Some of the run-off generated from this area would be pulled out of the Kline Street Storm Sewer System, which will help improve current capacity problems. Environmental approval is still pending.

Business Preparedness and Recovery Planning

This program allowed for small businesses that have no true planning for disaster preparedness and recovery to network with larger companies that have well thought out plans already in-place.  The networking and mentoring proved to be very helpful to the entire business community, helping to improve their overall preparedness.

Reverse 911  

This program added an additional dimension to our emergency/preparedness  

Planning.  The system that will be managed by our 911 system, will allow emergency managers the opportunity to call people in designated areas and notify them of potential hazards in their neighborhood.  This will address the need for notification of flooding, hazardous waste spills, or specific weather patterns in an area.

Goodrich and Grand Holding Pond

This project involved building a holding pond in a neighborhood which has had multiple flooding events, even during low to moderate rainfalls.  This project bought out two homes which historically flooded, and changed the land into a holding area for storm water.

Flood Control Structures

Drainage structures were installed at three locations in Aberdeen to prevent Moccasin Creek water from backing up into neighborhoods through their storm sewers during high flow periods.

NOAA Weather Radios

This program provided NOAA weather radios to private citizens, City and County offices, a daycare and the profoundly deaf via direct sales and partnerships.  The programmable S.A.M.E. (Specific Area Messaging Encoding) NOAA weather radios were provided to the City either free, or at a discounted price.  They were then provided at cost to the general public and free of charge through partnerships and City funding to those most vulnerable to severe weather; the profoundly deaf.

Brown County Emergency Communications Project

This project was initiated to materially improve Brown County’s disaster response capability.  Proposals for equipment, tower lease and operational costs associated with a new UHF radio repeater for a period of ten years were requested by Brown County Emergency Management.  This repeater is utilized during emergencies and disasters to coordinate the response of 12 fire departments, 2 police departments, 1 sheriff’s office, 4 ambulance services, Careflight operations, a rescue squad, the highway patrol, county highway department and Brown County Emergency Management.  As a command and control frequency, it will permit the various agencies to better interact and coordinate activities with one another.  The estimated value of S & S Communications’ donation for tower “rent” and utility fees over a 10 year period, was estimated at $37,365.
