The purpose of this division is to declare as public nuisances certain vacant buildings and protect the public health, safety, and welfare by establishing a program for identification and registration of nuisance vacant buildings, determining the responsibilities of owners of nuisance vacant buildings, and providing for administration, enforcement, and penalties.
