Council Responsibilities


It is the duty of a city councilor to attend each city council meeting held every first, third, and fourth Monday of each month at 5:30 p.m.  If there is a public holiday on the Monday the council is scheduled to meet, the council will meet the following Tuesday at 5:30 p.m.  City Council meetings take place in Council Chambers located on the first floor of City Hall at 123 S Lincoln Street in Aberdeen, South Dakota.  Please use the south entrance located off of 2nd Ave SE across from the Public Safety Building.


The City Council determines the direction of issues through the adoption of motions, resolutions, and ordinances.  The word "ordinance" means a permanent legislative act within the limits of its powers of the governing body.  A "motion or resolution" means a determination, decision, or direction of the governing body for temporary or special character for the purpose of initiating, effecting, or carrying out its administrative functions.  No action of the city council shall be valid or binding unless adopted by the affirmative vote of a majority of a council quorum. 


All powers of the city shall be vested in the city council, except as otherwise provided by law or city charter and the council shall provide for the exercise thereof and for the performance of all duties and obligations imposed on the city by law.  The Council shall act as a part-time, policy making and legislative body, avoiding management and administrative issues.


The compensation for a City Councilor is $8,500 per year and members of the City Council serve a term of five years.  Only registered voters of the city shall be eligible to hold office of council member.
