Why do we have full-time watering restrictions?
Watering grass and other plants during hours with low evaporation rates ensures most of the water being used will actually be available to the plants, which results in healthier plants. Healthy plants are more drought resistant. The permanent restriction encourages good watering habits and healthy plants so if other measures are required your plants will be able to withstand the stresses better.
